At the invitation of the Prime Minister of the Republic of Bulgaria, Bojko Borisov, Prime Minister Li Keqiang of the State Council of the People's Republic of China paid an official visit to Bulgaria from July 5 to 8, 2018. On July 7, the seventh China-Central and Eastern European country leaders meeting in Sofia with the theme of “Deepening Open and Pragmatic Cooperation and Promoting Sharing and Prosperity and Development” was a complete success. The leaders of the two countries witnessed the signing of ten important documents including the EPC general contract for the 16MW biomass waste power plant project of Bulgaria's SvilocellEAD.
As early as June 11-20, 2018, Meng Lingshan, the chief engineer of Shandong Sunshine Engineering Design Institute Co., Ltd. (referred to as "Sunpower Sunshine Institute" or "Sunshine Institute") of Sunpower Group as the designing party and Jinan Boiler Group Liu Fenghuai General Manager, Director Liu Jian of the Foreign Trade Department and Director Wang Bolu of the Boiler Design Department IV went to Bulgaria SvilocellEAD to conduct final details consultation on the 16MW+65t/h circulating fluidized bed boiler (CFB) biomass power generation project and promoted the contract signing. Sunpower Sunshine Institute undertakes the design work of the project.

Mr. Hanif, Chairman of SvilocellEAD, invited the Chinese team to meet with Mr. Yao Chaoying, Economic and Commercial Counselor of the Chinese Embassy in Bulgaria, at the important moment close to the 7th China-Central and Eastern European Countries Leaders Meeting, in order to attend the signing ceremony of national key projects witnessed by leaders of the two countries, jointly helping the construction of “One Belt and One Road”, deepening “16+1 cooperation”, sharing cooperation plans in the field of infrastructure interconnection, building cooperation platforms and sharing cooperation results.

SvilocellEAD's main business is pulp production, which is mainly exported to Europe and China. The main fuel of the 16MW biomass power plant project uses waste (bark, sunflower seed shell, straw, etc.) in the pulp production process, aiming to build a 16MW+65t/h circulating fluidized bed boiler (CFB) biomass waste power generation, meeting the steam demand of the new pulp production line.
